Organizational Description
The Community Health Center Network (CHCN), sister organization to the Alameda Health Consortium, is made up of the eight federally qualified community health centers in Alameda County. CHCN functions as the managed care MSO for our health centers, contracting with the Alameda Alliance for Health. In order to help our health centers meet their missions of providing the best possible care to their communities, we also provide a broad range of training, technical assistance, quality improvement, information technology, and data analytic services.
Position Title: Application Development Manager
Department: Information Technology
Reports To: Director of Applications and Data Reporting
Classification: Exempt
Status: Regular Full-Time
POSITION SUMMARY
- Manage day to day SQL and application related IT operations, providing guidance and direction to 2 or 3 IT development staff.
- Provide excellent customer service in addressing the daily operational needs of our business units.
- Ensure effective communication between the IT development team and IT leadership, other disciplines within IT and CHCN business units.
- Provide mentorship to junior staff and ensure that IT policy and procedure are adhered to.
- Provide a framework of strong process that the IT applications team will utilize daily in ensuring solutions, applications and databases are available for use and functioning at their optimal performance.
- Provide over site of daily helpdesk tickets related to applications, SQL databases and scripted solutions ensuring that the applications team meet service level agreements in timely issue response and closure.
- Ensure that best practices are followed in the development of solutions and corrections of issues.

Ensure that change control process is followed and provide approval of applications and database related changes to systems and services while ensuring that changes going into production are:
- Adequately tested before implementation
- Have been peer reviewed before implementation
- A backup plan is in place before implementation
- Good backups of data are taken before implementation
Policies and procedures are followed in how and when changes can be deployed

- Providing daily operational direction and support to the IT applications team (2-3 positions)
- Develop and maintain processes that enhance the security and integrity of data; provide standardization and conformity of applications development work product
- Evaluate new tools, technologies and concepts to enhance the efficiency and performance of the IT applications team
- Manage IT staff workloads, including recruiting, training and coaching employees, communicating job expectations and appraising their performance.
- Act in alignment with user needs and system functionality to contribute to organizational success
- Provide reporting on IT applications staff work efforts, sustainability of applications and functions, security of data and identification of issues and response
- Develop and maintain a highly effective applications development team
- Provide mentorship and determine training needs for junior applications development team members

MINIMUM QUALIFICATIONS
In depth knowledge of Microsoft SQL, SSRS and SSIS
In depth knowledge of healthcare claim, authorizations and case management
Knowledge of EDI X12 file formats and contents
Knowledge of developing solutions following an SDLC process
Knowledge of EZCAP a plus
