Job Description and Duties
The Supervising Attorney independently performs work involving novel theories, emerging areas of law, legal specialization, and precedential significance. Incumbents may be assigned sensitive and difficult litigation and handle cases that may be appealed to the highest courts. Assignments typically consist of negotiations, legislative liaison, hearings, legal research, and opinion/brief drafting; rendering legal advice and opinions to departmental management; responding to challenging legal correspondence; developing strategy and tactics in complex disputes or litigation; and includes acting in a lead capacity over other attorneys and staff.

Working Conditions
The duties of this position are performed indoors in an office equipped with standard or ergonomic office equipment, as appropriate. The position allows for telework and/or hybrid work in accordance with CalHR’s and the DIR’s telework policy and procedures. The position requires the ability for prolonged sitting and to work at a computer for extended periods of time and to move and transport office items in a safe manner. The incumbent may be required to travel.

The Department of Industrial Relations (DIR) was established in 1927. Its mission is to improve working conditions for California's wage earners and to advance opportunities for profitable employment in California. DIR administers and enforces laws governing wages, workplace safety and health, apprenticeship training programs, and medical care and other benefits for injured workers. DIR also publishes materials and holds workshops and seminars to promote healthy employment relations, conducts research to improve its programs, and coordinates with other agencies to target egregious violators of labor laws and tax laws in the underground economy.

Desirable Qualifications
The Labor Code and regulations governing California workers’ compensation system. Familiarity with conducting legal analysis to ensure relevant issues and information are identified and correlated with applicable law, and to aid in predicting the legal outcome. Proper spelling, grammar, punctuation, and sentence structure. Available research sources to complete legal research and the relative strengths and weaknesses of the sources. Professional ethical rules related to the practice of law and the role of public attorneys. The general principles of jurisprudence. The principles associated with the attorney-client relationship, especially as they apply to organizations and public entities. Proper citation formats to identify relevant authority. Legal, contractual, and/or individual agency requirements regarding information security or confidentiality.
