DEPARTMENT OVERVIEW
The Retirement Administration Service Center (RASC) Benefit Information Systems (BIS) division supports the RASC Operations and is the liaison on their behalf with the IT Services teams, as well as serving as the business systems analyst liaisons between other HR, University health & welfare plan, and payroll business owners and technical teams. BIS provides support, design, analysis and problem-solving services for the UC Retirement System and related Health & Welfare benefits.
Position Summary
The BIS Production Support Lead ensures an optimal experience to the UC Retirement System (UCRS) for administrative users and plan members. They lead of team of Business Systems Analysts identifying methods, techniques and evaluation criteria to obtain results to support and enhance plan administration, business operations, and overall functionality. They supervise staff to assure accountability and stewardship in compliance with departmental and team goals and objectives. This position is eligible for a remote work arrangement within the state of California and work onsite as needed. The selected candidate must reside within the state of California or be willing to relocate.
Key Responsibilities
30% Leads the Production Support tier structure and team with established processes and procedures, providing advanced support, training, and communications to the Retirement Administration Service Center (RASC) business users and other pension and benefits administrative users. Networks across functional stakeholders to proactively manage and track concerns and initiatives. Demonstrates strong client management skills to facilitate and lead business initiatives.
30% Supervises the development of methods and procedures on new assignments and provides leadership to Business Systems Analysts. Provides specialized expertise to troubleshoot, identify, and evaluate users' needs. Mentors team providing guidance, support, and leadership while managing performance, quality, and quantity of work.
20% Applies advanced business analysis concepts to identify, evaluate and define highly complex systems scope and objectives based on advanced knowledge of pension and benefits business practices, processes, systems and industry standards to meet end-user needs. Works at the highest technical level of various phases of systems analysis. Considers the business implications through continuous improvements and superior quality of service.
20% Performs highly complex analysis of business and user needs, documentation of requirements and translation into proper system and process requirement specifications. Initiates, designs or modifies highly complex systems and procedures where standardized policies or procedures may or may not exist. Creates highly technical specifications for systems with broad impact towards pension and benefits. Develops unit integration and acceptance testing plans and scenarios. May lead cross-functional teams to address complex business or systems issues.

Required Qualifications
- Minimum 8 years' experience in relevant Business Systems Analysis roles or equivalent
Preferred Qualifications
- Minimum 2 years' experience leading, mentoring, and directing staff

- Strong critical thinking, persuasion / negotiation, mentoring, leadership / management, problem solving, human resources policies and procedures relating to management responsibilities.
- Advanced knowledge of business and process analysis functions.
- Advanced knowledge of related areas of IT.
- Knowledge relating to the design of processes and software across the organization.
- Advanced skills and methodologies associated with process and software design, modification and implementation.
- Demonstrated skills needed to develop process and system implementation plans.
- Demonstrated experience with process analysis, systems analysis, process architectures and systems analysis methodologies and practices including traditional waterfall, Agile, Agile Scrum, UML, UML Enterprise, et cetera.
- Understanding and skill in complex process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description.
- Demonstrated ability to work with others from diverse backgrounds.
