About the Role

As a Business Intelligence Business Partner, Qlik Solution Specialist, you will sit at the centre of Te Whatu Ora's data transformation—turning complex system-wide health data into actionable insights that influence strategy, investment, and clinical decision-making across Aotearoa. This is a pivotal role where you will partner with leaders, clinicians, and project teams to embed high-value metrics into strategic plans, shape operational KPIs, and drive a consistent, data-driven approach across the health system.

Your day-to-day will see you bridging technical analytics with business outcomes, defining and maintaining the Qlik enablement roadmap, interpreting the Qlik Sense product roadmap, aligned with the other products and enterprise analytics strategy.

Key responsibilities:

  • Own the Qlik enablement vision and roadmap, ensuring developers understand how to use new features, scripting patterns, and capabilities effectively.
  • Provide hands-on Qlik development where required, including building and enhancing applications, undertaking design reviews, and modelling best-practice development patterns for the wider analytics community.
  • Drive cloud economics: optimise platform costs through licensing, capacity planning, and integration with other tools.
  • Represent the business on Qlik enablement priorities, including training needs, shared templates, naming conventions, and best-practice guidance.
  • Maintain and evolve Qlik development governance artefacts, including development standards, naming conventions, reusable components, and design frameworks
  • Act as the primary liaison with the Qlik vendor and Digital, Data & Analytics partners, ensuring product issues, upgrades, licensing, and roadmap items are well understood and actioned.
  • Apply strong analytical and problem-solving skills to diagnose platform, data, or app-related issues and guide teams toward sustainable solutions.
  • Support the Qlik Working Group and Analytics Tools Oversight Group to enable aligned decision-making.

About you

You're an experienced BI professional who can navigate complexity, influence senior stakeholders, and translate data into meaningful, system-level insights. You combine deep technical competence with strong advisory capability, and you know how to lift the data maturity of a large organisation. You thrive in ambiguity, think strategically, and are comfortable leading analytical work across multi-agency environments.

You will bring:

  • A relevant tertiary qualification and 10+ years' experience in analytics, BI, strategy, or related fields.
  • Strong expertise in Qlik Sense development, including scripting, data modelling, app design, and feature adoption.
  • Experience leading analytics enablement or capability uplift, including training design, standards development, and coaching developers.
  • Strong problem-solving capability, with the ability to diagnose issues across data, platform, and development layers.
  • Proven ability to translate complex technical changes into clear, usable guidance for diverse audiences.
  • Strong relationship and partnering skills, with experience working with vendors, across public sector or multi-stakeholder environments.
  • A track record of leading analytical components of large projects, driving quality improvements, and upskilling non-technical audiences.
  • Demonstrated experience applying Te Tiriti o Waitangi principles in practice.
  • Exceptional communication skills and the ability to influence, challenge and shape direction across diverse groups.

Hands-on expertise in:

  • Delivering training, onboarding, and capability uplift for Qlik developers and users.
  • Developing Qlik apps, providing development support, including coaching, design reviews, and best-practice guidance.
  • Driving platform adoption and active use across diverse teams and regions.
  • Maintaining and promoting standards, templates, naming conventions, and Knowledge Base content.
  • Leading community engagement through showcases, peer-learning, and acting as the front door for enablement queries.
  • Liaising with the vendor to resolve issues, understand product changes, and support strategic planning.
