The Role
As part of our ongoing growth, we are seeking a skilled and detail-oriented Cost Controller to join our engineering team. In this role, you will work closely with the InterMoor PTE project team to oversee project cost control, planning, and reporting in line with Acteon and contract requirements. The role’s primary focus is to ensure accurate cost management while safeguarding the best interests of InterMoor at all times.

Duties/Responsibilities
  • Ensure the development, implementation and execution of the Project Cost Control, Cost Planning and Cost Reporting objectives within the contracted work scope with the following :

  • o Set up of the Initial Budget and any changes / transfer modifying the current budget
    o Set up of the Manpower plan to track hours versus budget and to reforecast hours and rates
    o Set up of Vessel Installation follow up to track any change due to planning or spread evolution
    o Set up of the Equipment Purchase and Logistic follow up
    o Set up of Interface with the Procurement Plan to identify packages to procure versus budget
    o Budget owner to get information on the evolution of the forecast
    o Develop a link with the cost model to ensure a full alignment across the project needs
    o Develop a regular reconciliation process between the Cost Model and NAV of
    o Purchase Orders and revision of Purchase from NAV
    o Invoices linked to the Purchase Orders and the payments
    o Any other costs which are not under a Purchase Order
    o Sales Invoices Either
  • Lump Sum Milestones / Progress or

  • Reimbursable Scope Cost + Mark Up or Contractual Rates


  • Participate to the Supply Chain Processes by

  • o Giving budget to the Procurement budget for each Package to purchase
    o Getting the quotes from the Vendors to see the trend and to revise the Forecast
    o Issue the Purchase Orders in NAV when required

  • Fill the Risk and Opportunities Register used to estimate the needed Contingency / Profit at Risk

  • Issuance on a Monthly Basis of the PMR Project Management Report

  • Issuance of the Cost Control Procedure and revision of it if requested

  • Maintain the invoicing register and identify any late payment from the Client and manage payment to the Vendors

  • Maintain a Variation Order Request / Variation Order register to update the Budget and Forecast

  • Understand and participate in support of the project practical and commercial aims, financial risks and opportunities through familiarization with the full scope of works.

  • Interface with the Project Manager and Project Planner to develop and maintain the database of estimates, costs, times and resources to deliver the scope of work.

  • Develop and maintain a risk register to identify, quantify and track financial and commercial risk to the project.

  • Interface with the Project Manager, Project Planner, Contract Manager and Financial Controller to manage the change control process for project and work scope variation orders, identifying and documenting changes and variations of scope and assist in raising and tracking change orders to identify and invoice additional cost and revenue

  • Be familiar with the Project Schedule as an accurate model of all required project timescales, taking account of resource requirements, and be prepared to develop recovery/alternative plans should they be required, in consultation with the Project Manager, Project Planner and Financial Controller.

  • Inform the Project Manager and Financial Controller of critical path, milestone and slipping and overdue tasks, and other issues and changes which may give rise to over budget tasks.

  • Work with the Financial Controller to develop the project cash flow analysis.

  • Liaise with Installation Project Manager, Lead Engineer and the Project Management team on a daily basis providing briefing, feedback and highlighting any areas of concern, to enable tracking of costs against baseline, highlighting significant deviations.

  • Support the Planning and Document Control functions to ensure reliable data is incorporated into the schedule and cost model.

  • Participate in Risk Management processes and assessments, and the development of the engineering deliverables and associated documents to understand and contribute where there is an identified cost control interface and incorporate findings in the project cost planning.

  • Contribute to the Daily Reporting requirements of Project.

  • Develop positive client relationships and feedback information gained on future opportunities and competitor activity to the project management team

  • Understand and comply with contract notification and reporting procedures

  • At project completion assist the Project Manager and Financial Controller to provide Project cost close out reporting

  • Identify improvements in work methods and procedures and implement/report where applicable


  • Requirements
    This role requires proven management, engineering and construction site Cost Control capability, combined with a track record of successfully delivering and overseeing engineering, Onshore and Offshore projects cost control services to meet project and client needs. Candidates should have experience of interacting with both project management and clients at a senior level and have a good understanding of what is required to operate in that environment.

    Additionally, the successful candidate should bring qualifications and proven experience of:
  • 10 years relevant experience working in cost control in the engineering, procurement, construction and installation industry

  • Experienced and qualified with accountancy software platforms such as Navision/Sage/SAP/ORACLE in application to complex programmes and projects

  • Ability to estimate, plan and set standards at both macro and micro level

  • Familiarity with construction site equipment, techniques and logistics


  • Relevant experience in the following:

  • o Yard fabrication and Assembly
    o Procurement of Long lead Item and smaller scope with the associated logistic
    o Commissioning sequences Onshore and Offshore
    o Offshore Operations

  • Good oral and written communication skills

  • Good working knowledge of Microsoft office suite especially MS Excel and MS Project

  • Ability to work under your own initiative and part as a team is essential

  • Be able to communicate effectively with peers and project stakeholders at all levels
