Data and Ops Technology Executive (Executive / Senior Executive)

Job Purpose

Care Corner is one of the largest non-profit organisations in Singapore, offering a wide spectrum of social and healthcare services to improve the lives of children, youths, families, and seniors in vulnerable situations and from disadvantaged backgrounds. As we undergo digital transformation and build data capabilities, we are establishing a Data and Operations Technology function to drive efficiency, enhance decision-making, and enable staff to focus on high-value service delivery work.

The Data and Ops Tech Executive will play a dual role in building Care Corner's data infrastructure and operational technology capabilities. On the data side, you will support data collection, quality assurance, reporting, and analytics initiatives that enable evidence-based decision-making. On the operational technology side, you will design and implement process automation solutions, digital tools, and workflow optimisations that reduce administrative burden across service operations.

This role requires someone who can bridge technical and operational domains, work effectively with non-technical staff, and balance strategic data projects with hands-on automation work. You will collaborate closely with service leaders, the innovation team, data strategy consultants, and senior management to deliver practical solutions that create measurable impact on both staff experience and service quality.

Roles & Responsibilities

Data Management & Analytics

  • Support the implementation of data governance frameworks, including data quality standards, validation processes, and documentation protocols across service operations.
  • Coordinate data collection initiatives, ensuring consistent capture of operational and service delivery metrics across programmes.
  • Clean, organise, and prepare datasets for analysis, working with Excel, Google Sheets, and basic SQL queries to transform raw data into usable formats.
  • Develop and maintain dashboards and reports that track key performance indicators, service outcomes, and operational metrics using tools like Power BI, Looker Studio, or similar platforms.
  • Support data analysis projects by conducting exploratory data analysis, identifying trends, and preparing visualisations that inform programme decisions.
  • Collaborate with external data strategy consultants on capacity-building initiatives, including data culture assessments and staff capability development.
  • Document data processes, maintain data dictionaries, and create user guides that enable service teams to work effectively with data.

Operational Technology & Digital Tools

  • Identify, assess, and prioritise automation opportunities across service operations through systematic engagement with frontline staff and programme managers.
  • Evaluate and recommend operational technology solutions (software, platforms, digital tools) that address specific workflow challenges or service delivery needs.
  • Support the configuration, setup, and deployment of operational technology tools, coordinating with IT where infrastructure or security requirements are involved.
  • Create digital forms, templates, and tools that simplify common workflows and reduce manual effort for service delivery staff.
  • Conduct testing, troubleshooting, and iterative refinement of automation solutions based on user feedback and performance monitoring.
  • Document automation processes and maintain a repository of solutions that can be adapted for use across different service units.
  • Monitor the performance and adoption of operational technology solutions, gathering usage data and user feedback to guide improvements.
  • Maintain awareness of emerging operational technology trends (AI tools, collaboration platforms, workflow software) and assess their potential applicability to Care Corner's context.

Project Management, Stakeholder Engagement & Change Management

  • Develop project plans with clear timelines, deliverables, and resource requirements, ensuring alignment with organisational priorities.
  • Coordinate across functions (service teams, IT, innovation squad, external consultants) to ensure smooth project execution and stakeholder alignment.
  • Track project progress, identify blockers, and escalate issues appropriately while maintaining clear communication with stakeholders.
  • Support in planning and facilitate engagement sessions with administrative staff and service teams to surface data and automation needs, similar to Service Design Intervention formats.
  • Support in presenting data insights, automation proposals, and technology recommendations to stakeholders including SMT/PMT for alignment and decision-making.
  • Prepare progress reports, impact assessments, and updates for leadership on data and operational technology initiatives.
  • Manage multiple concurrent projects across different service units while maintaining quality standards and meeting delivery commitments.

Requirements

Educational Qualifications

  • Degree in Information Systems, Data Analytics, Business Analytics, Computer Science, Industrial Engineering, or related field.
  • Post-graduate qualifications are not required but may be considered favourably.

Technical Skills

You should have strong hands-on skills in either data analytics or operational technology, with basic familiarity and willingness to build competency in the other domain.

If your strength is data:

  • Proficient in Excel for data manipulation and analysis.
  • Experience with SQL for querying and preparing datasets.
  • Hands-on experience building dashboards and reports using Power BI, Looker Studio, Tableau, or similar tools.
  • Familiarity with data cleaning, validation, and quality assurance practices.
  • Basic understanding of Power Automate (or willingness to learn).

If your strength is operational technology/automation:

  • Proficient in Power Automate for designing and implementing workflow automations.
  • Experience building automated workflows and digital forms.
  • Understanding of process mapping and identifying automation opportunities.
  • Basic data skills in Excel (or willingness to learn SQL and visualisation tools).

Beneficial but not required:

  • Python or scripting languages for data/automation work.
  • API integration experience.
  • Exposure to Agile/Lean methodologies.

Professional Experience

  • Minimum 2-3 years of relevant hands-on experience in data analytics, business intelligence, process automation, or operational technology implementation.
  • Demonstrated ability to build and deliver technical solutions (dashboards, automations, digital tools) that were actually used by end-users.
  • Experience working in environments where you needed to translate requirements from non-technical stakeholders into working solutions as a Technical/Functional Analyst, Project/Program manager.
  • Experience in non-profit or social services sector is advantageous but not required.
