Deputy Manager / Manager / Senior Manager (Engineering Procurement)

Job Duties

As part of the PSA Singapore Procurement team, you will be responsible for the strategic sourcing and procurement of labour services related to engineering/operations. Your responsibilities include:

• Designing sourcing strategies with user departments that balance cost efficiency, service quality, and long-term value.
• Crafting clear, robust tender specifications and contract documents that define expectations for contractors, ensure business continuity, mitigate risks, and protect PSA’s interests.
• Driving supplier negotiations to secure the best value while fostering strong, collaborative relationships.
• Owning the end-to-end tender process, ensuring timely execution and seamless post-award contract management.
• Collaborating with internal stakeholders for post-award contract management, to monitor supplier performance and resolve issues proactively.
• Championing sustainable procurement, aligning supplier practices with PSA’s environmental, governance and social responsibility goals.

Requirements

• Possess a degree with at least 3 to 4 years’ of experience
• A good understanding of strategic sourcing, tendering process, contract management, contract negotiation and contract governance
• Excellent communication skills, effective influencing and negotiation skills
• Able to establish good working relationships with internal and external stakeholders for effective sourcing process
• Resourceful, driven, able to drive innovation, champion change and work collaboratively to achieve results
• Experience with e-procurement software/ platforms preferred (for e.g. Ariba, Coupa, Oracle, Zycus, etc.)
• Those with CIPS certification will have an added advantage
