a. Strategy Development
- Partner closely with Group Cybersecurity to define and evolve the network security strategy and framework in alignment with Singtel Group’s business objectives, risk appetite, and industry trends.
- Provide thought leadership on network cybersecurity, ensuring long-term resilience, scalability, and regulatory readiness across the Group.
b. Network Architecture & Design Governance
- Establish and maintain a group-wide network security architecture framework, incorporating industry-recognised standards, specifications, and best-practice design principles.
- Drive consistent adoption of network security guidelines across multiple network domains (e.g. core, access, transport, cloud, edge) to strengthen the Group’s overall security posture and operational resilience.
c. Technology Evaluation & Future Readiness
- Identify, assess, and provide strategic guidance on emerging technologies and trends such as 6G, AI for Networks, and Networks for AI.
- Articulate how evolving network security requirements and capabilities will both influence and be influenced by—the design, deployment, and operation of these technologies.
- Translate complex technical implications into clear recommendations for leadership and stakeholders.
d. Group Collaboration & Knowledge Sharing
- Foster strong collaboration and knowledge sharing across Singtel Group and regional associates within the network security domain.
- Create and sustain platforms, forums, and communities of practice to share experiences, expertise, lessons learned, and incident insights.
- Promote a culture of continuous improvement, collective ownership, and proactive risk and incident management across the Group.
- Minimum 10 years of experience in telecommunications networks, with significant depth in network cybersecurity across large-scale, carrier-grade environments.
- Proven experience in a technical leadership, architecture, or strategy role, within a telco network environment.
- Strong track record of defining and implementing network security frameworks, architectures, and design principles across multiple network domains.
- Hands on experience translating industry standards and best practices (e.g. 3GPP, ETSI, NIST, ISO/IEC, Zero Trust, Security by design) into practical, deployable network security controls.
- Experience working with or influencing regional operating companies or affiliates, balancing group governance with local regulatory and operational requirements.
- Experience evaluating and shaping security requirements for emerging technologies such as Quantum safe, 5G/6G, network virtualisation, cloud-native networks, AI-enabled networks, and automation.
- Deep understanding of telecommunications network architectures and protocols, including fixed, mobile, IP, transport, and cloud-native network environments.
- Strong expertise in network security domains, including network segmentation, identity and access management, encryption, key management, signalling security, API security, and monitoring/detection.
- Knowledge of secure network design and security tools, resilience engineering, redundancy, and high-availability principles in carrier-grade environments.
- Familiarity with regulatory, compliance, and assurance requirements relevant to telecommunications and critical infrastructure security.
- Demonstrated ability to lead through influence in a matrixed organisation, working across multiple OpCos, functions, and geographies without direct authority.
- Strong stakeholder engagement skills, with the ability to collaborate effectively with various layer of stakeholders in various domain as such cybersecurity, network engineering, operations and risk/
- Ability to translate complex technical concepts into clear, concise, and actionable insights for both technical and non-technical audiences.
- Proven capability to build communities of practice, encourage knowledge sharing, and foster a culture of security-by-design across the Group.
- Strategic mindset with the ability to balance security, business objectives, cost, and operational practicality.
- Strong analytical and problem-solving skills, with a proactive and forward-looking approach to risk management.
- Excellent communication, presentation, and documentation skills.
- Relevant professional certifications and knowledge (e.g. CISSP, CISM, CCSP, CIS controls, GSMA security guidelines and control, cloud security controls) are advantageous.
