Job Description

Location(s): Riverdale and Throggs Neck Sections, Bronx, NY

Reports to: Executive Director

Job Summary: Director of Quality Assurance and Corporate Compliance provides oversight for the I/DD programs. The nature of the position is to assure that SDC adheres to program and corporate compliance policies and ensures the best quality of services is being offered to the individuals we serve.

This person will work closely with the Executive Director, Assistant Executive Director, Director of Services and The Board of Directors.
The QA Director serves as the focal point for compliance activities. They need to be a person of high integrity and adhere to the highest quality of standards. The QA Director’s duties and responsibilities should not be in conflict with the compliance goals established by SDC. Coordination and communication are the key functions of the QA Director with regard to planning, implementing, and monitoring the compliance program.

Responsibilities include but are not limited to the following:

  • Overseeing and monitoring the implementation of the compliance program.
  • Reporting on a regular basis to the Executive Director and Board of Directors on the progress of implementation of policies and methods to improve efficiency and quality of services, and to reduce the vulnerability to fraud, abuse, and waste.
  • Developing, coordinating, and participating in a multifaceted educational and training program that focuses on the elements of the compliance program, and seeks to ensure that all appropriate employees and management are knowledgeable of, and comply with, pertinent federal and state standards.
  • Coordinating internal compliance review and monitoring activities, including periodic reviews of departments.
  • Responding to government audits, investigations and queries as the principal point of contact.
  • Independently investigating and acting on matters related to compliance, including the flexibility to design and coordinate internal investigations (e.g., responding to reports of problems, 'hot-line' calls, or suspected violations) and any resulting corrective actions with all agency personnel, providers and sub-providers, agents and, if appropriate, independent contractors.
  • Developing policies and procedures that encourage all SDC employees to report suspected fraud, abuse and other improprieties without fear of retaliation
  • Knowledge of all federal, state and city regulations relating to the operation of all SDC programs: family support services, day habilitation, community habilitation, respite and residential programs overseen by the Office for People with Developmental Disabilities (OPWDD).
  • Participation at meetings concerning the individuals and monitoring of programs to ensure compliance with regulatory standards. Offering technical assistance and in-service training in order to ensure the high standard of services to the individuals that SDC serves.
  • Ongoing reporting via written documentation regarding all aspects of the services provided to the individuals.
  • Chair the Incident Review Committee and serve on other committees, as deemed necessary.
  • Coordinate and oversee the independent investigations of allegations of neglect and/or abuse of the individuals.
  • Serve as a Resource Person to Administration, clinicians, program directors, residential coordinators and direct support professionals in all areas of regulatory requirements, program operating standards and quality assurance procedures.
  • Quarterly review and observation of Evacuation Plans and Drills.
  • Quarterly programmatic reviews of the individuals' financial resources such as: savings and burial accounts, in-house personal spending and clothing ledgers.
  • Periodic review of agency funds to meet State (OPWDD) guidelines with regards to purchasing supplies and equipment and that independent contractors and agents who furnish medical/health and other related services to the individuals are aware of the requirements of the compliance program with respect to coverage, billing, and marketing, among other things.
  • Periodically, review and revise compliance program as needed to ensure compliance with federal, state and other regulatory oversight agencies.

Qualifications:

Commitment to program excellence and strong demonstrated knowledge of the OPWDD Regulations and program survey process.

  • Bachelor's Degree required; preferably in a health-related field with five years’ experience working with in the field of Intellectual and Developmental Disabilities.
  • Administrative and supervisory experience preferred.
  • Computer competency with ability to prepare, organize and present information. Skilled in Word and Excel and other software platforms.
  • Excellent writing and communication skills with attention to detail.
  • Ability to handle multiple tasks.
  • Flexibility of work hours and frequent changes to schedule to meet the demands of the position.
  • Important to be a team player and sensitive to the needs of the individuals we serve.

Physical Demands: Requires moderate physical effort on a regular basis.

Salary Range: $70,000 to $75,000 annually
