About the Philippines Country Program
Relief International Philippines operates with a strong focus on peacebuilding, humanitarian response, and development programming in areas affected by conflict, natural disasters, and socio-economic vulnerabilities. Since establishing its presence in the country, RI has worked closely with local communities, civil society organizations, and government institutions to support conflict-affected populations, promote social cohesion, and deliver life-saving assistance. The country's program integrates gender equality, youth empowerment, and community resilience across its portfolio, ensuring that interventions address both immediate needs and long-term structural challenges.

RI Philippines implements programs in Mindanao and other high-risk regions, supporting initiatives on Women, Peace and Security (WPS), protection, education in emergencies, and health. It also plays a role in disaster risk reduction and emergency preparedness, responding to both conflict- and climate-induced emergencies. Through a localized and participatory approach, RI Philippines strengthens local capacities and promotes inclusive development, aligning with national frameworks and global humanitarian and development standards.


The Finance Coordinator is a country-level professional position with high accountability for donor compliance, statutory obligations, audit readiness, and partner financial oversight, exercising significant independent judgment under the supervision of the Finance Manager.


Key Responsibilities

1. Sub-Grant Management & Partner Oversight

  • Financial Verification: Review and verify sub-grant financial reports to ensure compliance with donor requirements and organizational policies.
  • Reconciliation: Maintain sub-grant financial files and reconcile sub-grant tracking sheets with the General Ledger (GL).
  • Compliance: Identify and follow up on sub-grant compliance issues, providing technical support to partner organizations as needed.

2. Financial Reporting & Month-End Processes

  • Reporting: Prepare month-end financial reports, ensuring all balance sheet accounts (receivables, payables, cash/bank) are reconciled with proper monthly liquidations.
  • Donor Compliance: Draft donor financial reports and consolidate field office/partner reports for Finance Manager review.
  • Accuracy: Calculate monthly average exchange rates and resolve financial discrepancies in accordance with established procedures.
  • Year-End Closure: Actively participate in year-end closure activities and the preparation of annual financial statements.

3. Taxation, Statutory Compliance & Payroll Support

  • Tax Management: Lead the preparation, execution, and filing of all statutory requirements, including:
    • Taxes on compensation, rentals, and consultants.
    • Statutory contributions (SSS, PhilHealth/PHIC, Pag-IBIG/HDMF).
  • Government Liaison: Ensure full compliance with government regulations to minimize risk and avoid penalties for the Country Office.
  • Annualization: Lead the annual tax adjustment process for employees and facilitate all submissions to the Bureau of Internal Revenue (BIR).
  • Reporting: Prepare and submit quarterly withholding tax reports and payments.

4. Treasury & Cash Management

  • Fund Requests: Prepare timely Requests for Funds (RFF) for Donors and the Global Support Office (GSO).
  • Cash Forecasting: Maintain a system to monitor and forecast cash requirements to meet administrative and project expenditures.
  • Controls: Provide financial oversight for cash flow management, cost allocation, and expenditure procedures.

5. Budgeting & Project Support

  • Spend-Down Plans: Assist the Finance Manager in developing monthly project spend-down plans in coordination with program teams.
  • Proposal Development: Support the Finance Manager in preparing budgets for new proposals and budget modifications.
  • Payment Review: Verify payment requests from Programs, HR, and Supply Chain to ensure documentation is complete and budget codes are accurate.

6. Audit & Documentation

  • Audit Readiness: Lead the preparation for internal and external audits by organizing transaction samples, reports, manuals, and SOPs.
  • Filing Systems: Establish and maintain a robust physical and digital archiving system to ensure the safety and accessibility of all original supporting documents.

7. Strategy & Team Support

  • Technical Leadership: Provide technical guidance and mentorship to field office finance staff.
  • Systems Improvement: Work closely with the Finance Manager and Country Director to implement and improve financial policies, structures, and procedures.
  • Ad-hoc Tasks: Perform any other duties as assigned by the supervisor.

Person Specification

Essential criteria

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field. A Master’s degree is an advantage.
  • Minimum of three progressive years of experience in finance, accounting, or financial management, preferably with INGOs and ideally in the Philippines.
  • Experience applying financial controls, budgeting, and reporting procedures within humanitarian, development, or peacebuilding programs.
  • Strong skills in financial analysis, reconciliation, reporting, and documentation.
  • Experience working with partner organizations, field offices, or projects in complex operational contexts.

Desirable criteria

  • Experience with accounting or financial management systems (e.g. Netsuite, QuickBooks, or similar systems). Familiarity with BPI Bizlink is also an advantage.
  • Knowledge of donor financial requirements, audits, and compliance standards in INGOs.
  • Ability to support financial monitoring, analysis, and learning to inform program and management decision-making.
  • Familiarity with operational and support functions in NGO programming, including coordination with programs, HR, and supply chain.
