Position Summary:
The Financial Manager contributes to the organization's overall success by handling all financial tasks effectively.
Primary Duties and Responsibilities:
1. Financial Accounting and Reporting
- Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and by generally accepted accounting principles (GAAP).
- Develop, implement and ensure compliance with internal financial and accounting policies and procedures.
- Ensure that all statutory requirements of the organization are met, including charitable status, withholding payments (CPP and EI), Income Tax, Goods and Services Tax, and Employer Health Tax.
- Prepare all supporting information for the annual audit and liaise with the board audit committee and the external auditors as necessary. Document and maintain complete and accurate supporting information for all financial transactions.
- Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control and petty cash.
- Reconcile bank and investment statements.
- Prepare a monthly cash flow report, present it to the Executive Director, and enter it in GCS following funding policy.
- Review monthly cash flow and prepare cash flow forecasts by funding policy.
- Oversee the bookkeeping functions, including maintaining the general ledger, accounts payable, accounts receivable, and payroll.
- Develop and implement policies and procedures to ensure the security and storage of financial information in compliance with current legislation.
- In cooperation with the Executive Director, manage the acquisition of capital assets and ensure that assets are properly recorded, amortized and disposed of as appropriate.
- Prepare annual charitable returns promptly as appropriate.
- Liaise with the Treasurer, Finance Committee and Audit Committee as required.
- Assist the Executive Director and the Board of Treasurer with financial reporting as required at board and annual general meetings.
2. Payroll Preparation and Administration
- Oversee all payroll functions to ensure employees are paid promptly and accurately.
- Negotiate and manage the employee insurance and benefits plan with the assistance of the Executive Director and the Human Resources.
- Process and submit statutory benefits remittance on time.
- Issue T4s and T4A’s
3. Budget Preparation
- Establish budget and forecast preparation guidelines and prepare the annual budget in consultation with the Executive Director and Finance Committee.
- Work with the Executive Director and Human Resources to prepare budgets for funding applications.
4. Project Management Accounting
- Maintain financial records for each project in a manner that facilitates management reports.
- Ensure accurate and timely financial statements are prepared by contract agreement with funders.
- Provide accurate and timely reporting on the financial activity of individual projects.
5. Information Technology
- Evaluate the need for new technology to meet the agency’s financial data processing, control and reporting requirements.
- Advise on appropriate technology that meets organizations' information requirements and financial resources.
6. Risk Management
- Monitor risk management policies and procedures to minimize program and organizational risks.
- Advise the organization leadership of appropriate insurance for the organization and the Board of Directors.
- Maximize income where possible and appropriate.
- Negotiate with the bank with lines of credit and other financial services as required and appropriate.
7. Office Administration
- In cooperation with the Executive Director, manage leases, contracts and other financial commitments.
- Serve as a point of contact between the property owners (Landlords) and SISA.
- In cooperation with the Executive Director, utilize relevant employment and occupational standards.
8. Staffing Support
- Oversee Clerical/Financial Assistant; provide direction, input, and feedback.
- Oversee all SISA contractors, including (Building Maintenance and Cleaning Services, etc.); provide direction, input, and feedback.
- Ensure new staff members and contractors receive orientation for the agency and program.
- Provide effective performance feedback through employee recognition and disciplinary action, with Human Resources' assistance.
- Encourage open communication with staff and contractors to enhance their performance
- In cooperation with Human Resources, participate in annual performance evaluations where appropriate.
- In collaboration with human resources, conduct job interviews for the Clerical/Financial Assistant, Building Maintenance, and Cleaning Services personnel.
9. Other
- Provide settlement and program support when required.
- All other duties as directed by the Executive Director.
Qualifications and Experience:
A bachelor’s degree in a related field is required.
Experience in management and team building.
Possess strong oral and written communication skills.
Be flexible to work irregular and extended hours as required.
Skillful negotiation ability.
Demonstrated leadership and strategic thinking abilities.
Demonstrated ability to coordinate and manage multiple projects in a fast-paced, highly professional environment.
Health and Safety:
Work in compliance with the OH&S Act and Regulations and abide by the SISA’s health and safety policies and procedures.
Ensure that the equipment, materials and protective devices prescribed and regulated (OHSA) are provided and maintained in good condition.

Maintain a safe working environment.
Accountability:
Adherence to policies and regulations of SISA.
Accurate and timely reporting

To support newcomer clients and volunteers, SISA staff is strongly encouraged to collaborate and participate in SISA’s events and celebrations. Employee participation in such circumstances is on a volunteer basis.
