Welcome to the Montgomery County Maryland Health and Human Services (HHS) Fiscal Team! We are delighted to introduce you to our Revenue CAP and Federal Financial Participation (FFP) program. What You'll Be Doing

This position helps ensure the financial health and sustainability of the HHS programs, ultimately supporting the diverse needs of Montgomery County residents

Duties include, but are not limited to:

  • Financial Management: Overseeing the financial operations related to the Revenue CAP and FFP programs, ensuring compliance with federal and state regulations.
  • Budgeting and Forecasting: Preparing and managing budgets, forecasting financial needs, and ensuring funds are allocated efficiently.
  • Revenue Maximization: Identifying opportunities to maximize revenue through effective management of federal financial participation and other funding sources.
  • Reporting and Analysis: Generating financial reports, analyzing data to inform decision-making, and providing insights on financial performance.
  • Compliance and Auditing: Ensuring all financial activities comply with relevant laws and regulations and preparing for audits.
  • Collaboration: Working closely with other departments, stakeholders, and external partners to coordinate financial strategies and initiatives.
  • Training and Support: Providing training and support to staff on financial procedures and best practices.


Telework
: This position may be eligible for limited hybrid telework after the initial training period.


Minimum Qualifications

Education: Graduation from an accredited college or university with a bachelor’s degree in accounting; or a bachelor’s degree in Business Administration or Public Administration or a related field with a major of accounting coursework.

Experienc
e: Considerable (four (4) years) professional experience in a financial accounting, auditing or
business administration field.

Substitution
: Certification as a Certified Public Accountant (CPA) may be substituted for a degree in
Accounting or a major in Accounting.

Financial Disclosure Statement:
This position is designated as one that requires filing a Financial Disclosure Statement and you will be required to disclose information about your financial affairs.

Medical Protocol:
This position requires completion of a pre-employment Medical History Form to assess your ability to safely perform the essential duties of the role.

Preferred Criteria, Interview Preferences


The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:??

  • Experience preparing budgets, forecasts, or financial analysis for multiple programs.
  • Experience developing financial reports or conducting data analysis for operational or strategic decision-making.
  • Experience researching, interpreting, or applying federal or state fiscal regulations.
  • Experience coordinating financial activities with other departments, agencies, or external partners.
  • Experience managing grants, federal funds, or other restricted funding sources.
  • Experience using advanced data or visualization tools (e.g., Power BI, Tableau, SAS, R, Python, SQL, or advanced Excel).
  • Experience using ERP financial systems such as Oracle, Workday, or SAP.
