Scope
The GIS Manager leads a team of 20+ professionals across Spatial Information and Development (SID), Production, Work and Asset Management (WAM), and Data Analytics and Reporting (DART). The GIS section supports infrastructure planning, asset management, operations, parks planning, capital project delivery, and other spatial corporate needs ensuring data-driven decision-making and innovative solutions.
This role oversees and advances the City’s enterprise GIS platforms, applications, and services, including ArcGIS Enterprise, COSMOS (City of Surrey’s mapping system), CityWorks, AssetWorks, Project Tracking System, and the Open Data Portal. The GIS Manager ensures GIS services align with business objectives, delivering efficiency, agility, and innovation across the City.
Responsibilities
Strategic Leadership & Innovation – Provide vision and direction for GIS services, ensuring alignment with the City's goals. Champion emerging trends such as digital twins, real-time tracking, AI-powered analytics, and infrastructure information management.
GIS System Management – Oversee the design, development, and maintenance of enterprise GIS applications, geospatial databases, and mapping tools that support asset management, city planning, operations, and public services.
Cross-Departmental Collaboration – Engage with stakeholders across the City to integrate GIS into decision-making and service delivery.
Team Leadership & Development – Supervise, mentor, and support a multidisciplinary GIS team, fostering a culture of continuous improvement and technical excellence.
Operational Excellence – Ensure the timely delivery of GIS services, overseeing corporate service requests, system upgrades, and process optimization.
Stakeholder Engagement & Representation – Represent GIS on strategic committees, interdepartmental initiatives, and industry forums, advocating for best practices in geospatial technologies.
Qualifications
Bachelor’s degree in Geographic Information Systems, Engineering, Computer Science, Urban Planning, or a related field.
10 years of progressive GIS experience, including leadership roles in a municipal or infrastructure-focused environment.
An equivalent combination of education, training, and experience may be considered.
Strong expertise in ArcGIS Enterprise, GIS-based asset management systems, and geospatial analytics.
Proven ability to lead teams, manage complex projects, and engage stakeholders effectively.
Knowledge of GIS integration with enterprise systems (e.g., ERP, asset management, permitting, or planning applications).
GIS Professional (GISP) certification or equivalent designation is an asset.

Rate: $142,797 - $167,997 (2024 rates)
