DEPARTMENT: Medical

REPORTS TO: Director of Clinical Operations

SUPERVISION GIVEN: Medical Assistants and additional support staff as assigned

LOCATION: Fairfield/Travis, CA

ANNUAL SALARY: $80,267.20 to $98,092.80

Established in 2023, CommuniCare+OLE is the result of a union of two health centers with a deep roots in their respective communities and reputations for providing high-quality primary care to all, regardless of insurance or ability to pay: OLE Health of Napa and Solano Counties and CommuniCare Health Centers of Yolo County. Building on a legacy established by both organizations in 1972, CommuniCare+OLE is a network of federally-qualified health centers with 17 sites across Napa, Solano, and Yolo Counties. It offers comprehensive care, including medical, dental, behavioral health and substance use treatment, nutrition, optometry, pharmacy, care coordination, referrals, and enrollment assistance to more than 70,000 individuals, and no one is turned away due to lack of insurance, immigration status, or ability to pay. Many services are offered outside of its sites, including mobile health, home visiting, and community and school-based programs.

JOB
SUMMARY: The Health Center Manager is responsible for planning, coordinating, directing, and overseeing the clinical, operational, and program activities and staff on a day-to-day basis to ensure delivery of customer-focused, efficient, and quality patient care.


KNOWLEDGE OF WORK

Knowledge of Federally Qualified Health Centers and the key health center principles and guidelines


Knowledge of state and federal regulatory agencies including, but not limited to, and OSHA


Ability to supervise, lead and develop staff


Ability to recognize problems, collect data, and establish facts


DUTIES AND RESPONSIBILITIES

Responsible for driving and modeling a positive attitude to create teams that will deliver positive patient customer service experience


Broad understanding of OLE policies and procedures, scope of services, billing and collections, financial productivity reports, and health care coverage programs


Provide ongoing communication and documentation to employees regarding performance and development ensuring conformance with policies and procedures


Conduct staff meetings and document notes


Ensures departmental efficiency and flow by planning and scheduling work, schedules time with direct reports and clinical staff, meets deadlines, anticipates and provides for conditions likely to occur, monitors supplies, staff, equipment, etc.


Strong communication skills- keeps senior management and staff informed of pertinent matters concerning his/her health center operations, knows what information is needed and uses resources to find answers, ability to effectively present and share facts and ideas both orally and in writing


Communicates effectively in English and Spanish with adults and children in person, on the phone, and in writing. Must be able to effectively present information and respond to questions and requests from patients, co-workers, staff, senior administration and board members in a timely manner


Establishes and uses ways to measure progress and to evaluate results, takes necessary corrective action, responsible for staying organized and knowing where work stands in relation to schedules and deadlines, and makes sure certain assignments are carried out


Responsible for following assignments through to completion and to meet commitments both independently and collaboratively. Will collaborate with different departments, teams, and staff to develop goals, introduce new services, trainings, and systems


Originates new approaches to problems, makes the most of promising or new ideas, assumes active leadership in starting needed action


Builds positive relationships and establishes trust with all teams in OLE to influence, gain cooperation, and remain professional always


Ensures that professional and support staff meet and or exceed minimum outcome standards


Development of the operating health center budget and maintain fiscal control of the health center. Provides strong financial oversight by consistently monitoring expenses


Reconciles monies at health center (petty cash and change funds monthly) and ensures safe keeping of all cash on site


Maintains awareness of overall upkeep and cleanliness of entire health center (interior and exterior), ensures health center signage is maintained and updated


Perform auditing, reporting and process improvement for Quality Assurance measures


Ensure compliance with all programs and state and federal regulatory agencies including, but not limited to, JCAHO, and OSHA


Ensure HIPAA compliance and participate in the risk management process if needed


First point of contact for all patient and staff grievances; responsible for documentation, investigation, and implementation of any corrective action or resolution in a timely manner


May transport various documents and vaccines to and from other health centers


Performs other duties as assigned


EDUCATION, EXPERIENCE, TRAINING

  • Bachelor’s Degree in health administration or related field or minimum of five years progressive related experience; or equivalent combination of education and experience.
  • Must have demonstrated supervisory experience.
  • Work experience in a Community Health Center environment preferred.
  • Computer and data entry skills required; electronic health record system preferred.
  • Experience working with culturally diverse populations.
  • Strong verbal and written communication skills required; Bilingual (English/Spanish) preferred.
  • Excellent interpersonal and customer service skills required.
  • Must have strong analytical skills and ability to problem solve.
  • Strong organizational, planning and delegating skills required.


CommuniCare+OLE requires pre-employment drug-testing (4-panel drug-test includes: amphetamines, cocaine, opiates, and PCP).
