Job Title: Health Information, Systems, and Access Management Lead
Reporting to: IT Programme Director
Location: BSHS (with travel across Tralee, Limerick, Cork, Galway, and Dublin as required)
Job Purpose:
The Health Information, Systems, and Access Management Lead role is dual-function position responsible for overseeing Health Information Management (HIM) and Management of Information Systems (MIS) within the BonsConnect programme.
The role provides operational, governance, and people management across both domains, ensuring regulatory compliance, safe and appropriate system access, and sustainable post-go-live operating models. Staff from both HIM and MIS functions will report into this role.
For Health Information Management (HIM) the role will be responsible for leading the implementation and validation the HIM and Scanning requirements for BonsConnect, working closely with HIM Business Analyst and the Medical Records departments within each hospital. This role ensures that HIM workflows comply with regulatory requirements, organisational policies, and recognised international best practice for patient information management. For Management of Information Systems (MIS) this role will be responsible for overseeing BonsConnect role based access control (RBAC) and the management of key system dictionaries, including devices, printers, and related configuration items. MIS also plays a central role in system parameters and alerting structures. The role ensures that MIS workflows comply with organisational policies and international best practice for secure system access and system administration.
Key Outcomes
- HIM and scanning requirements are fully defined, documented, and implemented within BonsConnect.
- HIM workflows are compliant, efficient, and integrated with Meditech Expanse 2.2.
- Role-based access control is consistently defined, implemented, and governed across BonsConnect environments.
- System dictionaries (devices, printers, clients, and related configurations) are accurate, controlled, and sustainable.
- A sustainable operating model is established for HIM (Medical Records Departments) and MIS to support live operations and future optimisation.
Roles and Responsibilities:
Leadership & Stakeholder Engagement
- Provide functional and people leadership for HIM and MIS staff assigned to the BonsConnect programme.
- Act as a primary liaison between HIM, MIS, IT, clinical teams, compliance, and programme governance structures.
- Support change management by engaging stakeholders early and addressing operational, complaince, and adoption risks.
Analysis & Requirements Gathering
- Lead the definition of HIM and medical records management requirements for BonsConnect.
- Lead the definition of MIS requirements for BonsConnect.
- Engage with clinical and operational stakeholders (Medical records teams, clinicians, revenue cycle, compliance officers) to identify gaps, risks, and business needs.
Compliance & Governance

Define and implement compliance requirements for HIM in line with:
- Irish health regulations and HSE standards.
- GDPR, Data Protection Act (Ireland).
- Establish HIM and scanning policies and procedures (document retention, archiving, audit trails).
- Ensure audit readiness and compliance with external accreditation bodies.
- Define, implement, and maintain MIS policies and procedures covering system access, role governance, and configuration management.
Implementation & Testing
- Work with Data Migration Analyst to conduct data validation processes.
- Support training design for HIM and scanning processes, ensuring usability and compliance.
- Define and implement hardware requirements for HIM, working closely with the IT Department.
- Play a key role in the implementation and ongoing development of electronic medical records.
- Develop and implement a methodology for transition of Medical Records Teams into HIM Teams across the hospitals.
- Work with all teams to ensure template access for System Access is agreed and maintained in Test.

Coordinate with all teams to ensure:
- System access templates are agreed and maintained in test environments
- User access is provisioned accurately and efficiently for testing
- Devices, printer lists, and related dictionaries are configured and validated in test
Post-Go-Live Support
- Act as subject matter expert for HIM and MIS processes during cutover and early adoption phases.
- Provide issue triage, root cause analysis, and escalation for HIM-related incidents.
- Develop documentation for ongoing HIM support and compliance monitoring.

Coordinate with all teams to ensure:
- System access templates are agreed and maintained in live environments
- User access is provisioned accurately and in line with governance controls
- MIS-related dictionaries (clients, printers, devices) are established and maintained in live environments
ESSENTIAL QUALIFICATIONS
- Relevant 3rd level Qualification
DESIRABLE QUALIFICATIONS
- Certification in project management or business analysis
ESSENTIAL EXPERIENCE
- Minimum 3 years’ experience in HIM, or medical records management
- Demonstrated knowledge of document management, scanning, indexing, and retention policies in a healthcare setting.
- Familiarity with compliance frameworks including GDPR and health information governance standards.
- Strong business analysis skills: requirements gathering, process mapping, and documentation.
- Experience working with clinical and non-clinical stakeholders.
DESIRABLE EXPERIENCE
- Experience of MEDITECH
