Position Title: Program Management Business Process Reengineering III
Location: Remote (with potential on-site support in Camp Springs, MD)
Salary: $110,000.00 +
Clearance: USCIS Public Trust highly preferred
- This position is contingent upon award of contract
Position Summary
Command Cyber Solutions, LLC (CCS) is seeking an experienced Business Process Reengineering (BPR) professional to support program management and operational improvement initiatives in support of the USCIS ICAM Enterprise Services III contract. The BPR III professional analyzes current-state ICAM operational and governance processes, develops future-state process models, and drives measurable improvements across the ICAM program. This role supports governance, stakeholder engagement, audit readiness, and SOP development in alignment with program management objectives. This role works closely with the Program Manager, ICAM SME, Government stakeholders, and Agile development teams to ensure that process improvements are integrated into the program delivery pipeline and align with USCIS operational objectives and DHS governance requirements.
Essential Duties & Responsibilities:
- Analyze current-state ICAM operational and governance processes.
- Develop future-state process models and improvement recommendations.
- Conduct gap analyses and workflow assessments.
- Facilitate stakeholder workshops and requirements sessions.
- Document business process flows, diagrams, and operational models.
- Support integration of business process improvements into Agile delivery pipelines.
- Track and measure process performance improvements.
- Support audit readiness and documentation standardization efforts.
- Coordinate with Program Manager to align process improvements with program execution goals.
Education, Certification & Experience Requirements:
Education Required:
- Bachelor’s Degree in Business Administration, Information Systems, Public Administration, or related field
Certifications:
- Relevant process improvement certification preferred in one of the following: Lean Six Sigma, CBAP or PMI-PBA
Experience:
- 5+ years of experience performing business process analysis and reengineering for federal IT programs.
- Experience supporting DHS or USCIS environments preferred.
- Experience supporting enterprise web-based systems in a production environment.
- Experience conducting process mapping, workflow optimization, and operational analysis.
- Experience working in Agile delivery environments.
Knowledge:
- Knowledge of business process modeling methodologies (e.g., BPMN, swim lane diagrams, value stream mapping) sufficient to produce documented current-state and future-state process models for ICAM functional areas.
- Knowledge of federal governance and DHS/USCIS operational oversight requirements (e.g., DHS 4300A, Privacy Act, FISMA) sufficient to ensure all process improvement recommendations are compliant with applicable policies.
Skills:
- Ability to produce complete process maps, workflow diagrams, and SOPs for assigned ICAM processes, formatted to USCIS standards, stored in the designated repository, and kept current.
- Ability to conduct structured gap analyses and workflow assessments using ICAM operational data (e.g., ServiceNow ticket trends, JIRA velocity reports, audit findings), producing written reports with root cause identification and prioritized recommendations.
Abilities:
- Able to identify process inefficiencies through structured analysis of ICAM operational data and stakeholder input, documenting each finding with an estimated impact and submitting written improvement recommendations to the Program Manager.
- Able to align operational process improvements with the ICAM technical modernization roadmap by coordinating with the ICAM SME and Scrum teams prior to implementation, ensuring process changes do not conflict with planned technical deployments and that approved improvements are reflected in sprint planning.
