Position Title: ICAM Subject Matter Expert
Location: Remote (with potential on-site support in Camp Springs, MD)
Salary: $120,000.00 +
Clearance: USCIS Public Trust highly preferred
- This position is contingent upon award of contract
Position Summary
Command Cyber Solutions, LLC (CCS) is seeking an experienced Identity, Credential, and Access Management (ICAM) Subject Matter Expert (SME) to provide strategic and technical leadership in support of the USCIS ICAM Enterprise Services III contract. The ICAM SME serves as the senior technical authority for enterprise identity and access management solutions within the USCIS production environment. This role provides advisory support, architecture guidance, standards alignment, and modernization strategy recommendations to ensure secure, scalable, and compliant ICAM service delivery across USCIS systems. The ICAM SME works closely with Government stakeholders, cybersecurity leadership, and Agile development teams to ensure identity governance, authentication, authorization, federation, and credentialing services align with DHS and federal ICAM guidance.
Essential Duties & Responsibilities:
- Provide subject matter expertise in enterprise ICAM frameworks and implementation strategy.
- Advise USCIS leadership on ICAM modernization initiatives and roadmap development.
- Support identity federation, authentication mechanisms, credential lifecycle management, and access governance processes.
- Ensure alignment with federal ICAM Roadmap and DHS cybersecurity policies.
- Provide technical review of architectural designs, integration strategies, and system enhancements.
- Support evaluation of commercial and open-source ICAM tools and services.
- Assist with boundary security considerations and integration within USCIS production environments.
- Support cybersecurity coordination including vulnerability remediation impacting ICAM systems.
- Participate in executive-level briefings and technical working groups.
Education, Certification & Experience Requirements:
Education Required:
- Bachelor’s Degree in Information Technology, Computer Science, Engineering, Business, or related field
Certifications:

Must be certified in one of the following recognized identity, access, and security certifications:
- Certified Identity and Access Manager (CIAM)
- Certified Information Systems Security Professional (CISSP)
- GIAC Defensible Identity and Access Management (GDA)
- Certified Access Management Specialist (CAMS)
- CompTIA Security+
- FICAM related training
Experience:
- 5+ years of experience supporting enterprise identity and access management systems.
- Experience designing, implementing, or advising on federal ICAM programs.
- Experience supporting secure, mission-critical web-based systems in production environments.
- Experience working within Agile and DevSecOps delivery environments.
- Experience supporting DHS or other federal civilian agencies preferred.
Knowledge:
- In depth knowledge of federal ICAM standards, frameworks, and policy (Federal ICAM Roadmap, OMB directives, Executive Orders 13800 and 14028, DHS 4300A) and how they translate into technical and operational requirements across USCIS ICAM functional areas (AuthN/AuthZ, PAM, PKI, SSO, Secrets Management, ePACS).
- In depth knowledge of cloud architecture and security (AWS, Azure), DevSecOps development standards, and the capabilities, strengths, and weaknesses of current commercial and open-source ICAM products, sufficient to evaluate options and advise Government leads on adoption and modernization decisions.
Skills:
- Skilled at conducting and documenting technical architecture reviews for ICAM system integrations and enhancements, with proficiency in producing written findings that include specific, actionable recommendations appropriate for Government decision-making.
- Skilled at developing and maintaining ICAM product modernization roadmaps aligned to the Federal ICAM Roadmap and DHS cybersecurity directives, with demonstrated proficiency in structuring prioritized initiatives with target completion dates for regular review with Government leads.
Abilities:
- Able to translate federal ICAM policy requirements (OMB directives, Executive Orders, DHS 4300A, FICAM Roadmap) into specific, actionable engineering tasks documented as user stories or technical design guidance, with clear traceability from requirement to implementation.
- Able to identify security and architectural risks in ICAM identity systems during design reviews, integration assessments, and sprint demos, and document each risk with a severity rating, potential impact, and recommended mitigation for escalation to the Program Manager and Government lea
