PURPOSE OF THE POSITION:
This position is primarily responsible for strengthening financial processes, procedures, and policies as per World Vision’ operational strategy on partnering. The capacity building of the Field Offices in successfully implementing the various finance related partnering tools is core to this role. The role will enhance tracking and monitoring partnering tools as per policy, contributing towards finance related partnership initiatives on partnering with other key stakeholders. The Partnering Finance Advisor will collaborate with GC Partnering Team to building FO capacity. The position will support and collaborate with various partnership entities in minimizing the organization’s risk exposure in partnering. This position will support the reviewing and developing of finance related tools and templates such as due diligence, capacity assessment and risk mitigation, and management and monitoring of financial partnership. The position will pursue the principles of simplification and process improvement in the review of existing tools and development of further tools. This position represents the Global Finance on partnering discussions and some assigned strategic initiatives.

MAJOR RESPONSIBILITIES:
Organizational Strategy Realization
- Support the implementation of organization’s operational strategy on partnering.
- Provide financial management support perspective in evaluating organization’s readiness and capacity to partner with local (including CBOs, churches, civil society etc) or international NGOs
- Act as a GC Finance link in strategic networking on partnering matters .
- Lead the socialization and continuous improvement of Financial Management Procedures for Working with Partners, ensuring staff understanding, consistent application, and alignment with organizational standards.
Capacity Building
- Review existing training resources and develop emerging training resources on partnering for the Field Offices
- Coordinate with the Senior Partnering Advisor in supporting Field Offices’ implementation of successful partnerships in particular finance related tools.
- Review and track capacity assessment gaps and monitor implementation of training initiatives
- Deliver in person or virtual trainings primarily to the training of trainers on partnering and sub-recipient management.
- Support FOs to be more proactive in supporting local partners in developing their own finance systems, in line with best practices and local laws, as part of WV’s commitment to strengthening local partners
- Provide support to strengthen partner monitoring practices in FOs in order to ensure compliance and to protect WVI’s assets and reputation.
- Develop and implement capacity‑building plans for partners and staff, in collaboration with Regional Grant Finance Managers (RGFMs), leveraging existing learning resources and identifying gaps to strengthen financial and partnership management competencies.
Policy and Risk Management
- Monitor all finance partner related risks registered on Riskonnect and determine the appropriateness of the risk treatments
- Review completed partner risk assessments and collaborate with relevant stakeholders to minimize any potential risk exposure.
- Monitor Partner related audit finding implementation status and provide support on any unresolved issues beyond 90 days.
- Coordinate in developing appropriate systems, processes, procedures, and policies to promote best practices in partnering.
- In collaboration with GFSC (and iMPAQ/SREI), develop tools or report to monitor organization-wide partner trends on funding, partner expenditure, cost of partner capacity building/strengthening, and key audit findings.
- Strengthen World Vision’s positioning on localization and support Grand Bargain reporting commitments by designing and producing analytical reports that demonstrate the scale, reach, and impact of partnering across World Vision’s portfolio.
Process Improvements
- Evaluate and recommend projects that seek to improve the processes, systems and procedures in partnering from Finance perspective.
- Be a liaison in partnering initiatives
- Support the rollout and adoption of the Implementing Partner Account within the “Our Impact, Our Story” platform, providing guidance, troubleshooting, and coordination to ensure smooth implementation across relevant offices.
Stakeholder networking
- Represent Global Finance in key stakeholder engagements on partnering
- Initiate and lead the Global Field Finance Group as primary consultative group for finance field perspective input.
KEY REQUIREMENTS:
- 3-5 years managerial or advisory experience preferably in an international NGO environment or the like
- At least 5 years of experience with partner/subgrantee management
- Has extensive knowledge and experience in partner due diligence, capacity assessments, and capacity building.
- Has extensive experience in working with the non-finance stakeholders in leveraging partner expertise to deliver quality programs/projects
- Excellent partnership management skills including stakeholder engagement, time management, problem solving, interpersonal relations, decision-making, and oral and written communication
- Able to effectively communicate with all levels in the organization (verbally and in writing)
- Excellent multi-tasking and organization aptitudes
- Strong PowerBI and technical/IT training experience MS Access and MS SharePoint
