ABOUT THE POSITION
Under the direction of the Assistant Director of the Department of Public Works (DPW), the Principal Real Property Agent is responsible for overseeing the management and operations of the Real Estate Division. This division provides appraisals, negotiations, property exchanges, abandonments, and a range of real estate services to DPW divisions, County departments, other government agencies, and the general public. The Principal Real Property Agent ensures compliance with the latest local, state, and federal statutes while managing the Division’s day-to-day activities. Additionally, the role involves supervising and mentoring staff, conducting financial and legislative analyses, managing County property, and preparing and presenting recommendations to the Board of Supervisors.
Hybrid schedule:
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
ABOUT YOU
Our Highly Qualified Candidate:
Our highly qualified candidate possesses extensive knowledge and experience with local, state, and federal real property statutes and procedures, including Caltrans guidelines and certification requirements related to property acquisitions, appraisal reports and standards, condemnation proceedings, lease and rent negotiations, and real property acquisition techniques. They are well-versed in the Federal Americans with Disabilities Act and California Title 24 codes. Additionally, the highly qualified candidate has the ability to develop and recommend program objectives and procedures, interpret and evaluate departmental policies, and effectively supervise, train, and assess staff performance. They are proficient in preparing and managing the Division’s budget. Strong interpersonal skills enable the highly qualified candidate to establish and maintain effective working relationships with the public, property owners, colleagues, and other public agencies. They demonstrate excellent written communication skills, producing clear, concise documentation. A Certificate of Registration as a Senior Member of the International Right-of-Way Association is highly desirable.
QUALIFICATIONS
Knowledge of:
- Local, state, and federal real property statutes and procedures (Caltrans procedures and Certification requirements) pertaining to acquisitions, appraisal reports and standards, condemnation proceedings, and related matters.
- Principles and practices of real property management including negotiating leases and rents.
- Techniques used in the creation of various agreements to acquire real property over a specific period of time using multiple funding agencies’ timeframes while complying with agency guidelines.
- Appraisal techniques and economic trend projection to estimate impact on real property values.
- Legal instruments, contracts, deeds, legal descriptions, escrow papers, and title conditions used in real property transactions.
- Preparation methods of reports to local, state, and federal agencies in compliance with their statute requirements.
- Federal Americans with Disabilities Act and California Title 24 codes.
Ability to:
- Manage the daily activities of the division.
- Develop and recommend program objectives, procedures and evaluation methods and techniques, interpret and evaluate departmental policy and procedure.
- Supervise, train and evaluate the work of staff.
- Prepare and manage the division budget.
- Conduct highly complicated and difficult negotiations, acquisitions, and real property management.
- Prepare legal agreements, options, and escrow instructions used in real property transactions.
- Read and understand technical engineering terms and maps, architectural drawings, construction plans and complex contracts, leases, financial statements, deeds, and title reports.
- Prepare or review appraisals.
- Define problems, gather relevant data, establish facts, and draw valid conclusions and present a report in oral or written form.
- Write clearly and concisely.
- Establish maintain effective working relationships with the public, property owners, co-workers, and other public agencies.
MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES
Any combination of education, training and experience that would provide the required knowledge and abilities. A typical way to qualify is a Bachelor’s degree in Business Management, Economics, Accounting, Law, or a related field AND five years of recent experience in real property or real estate appraisal, acquisition, and property management. At least one year of the required experience must include serving in a lead, supervisory, or project management capacity. Experience working in a public and/or government agency is highly desirable.
Certificates and Licenses:Certificate of registration as a senior member of the International Right-of-Way Association is desirable.
