Program Governance Office - Multiple Roles

Job DescriptionThis role will work within the DSED Program, Military Systems Division, Defence Digital Group, Department of Defence.

Lead development and maintenance of budgets, forecasts, and financial plans, ensuring accuracy and alignment to organisational priorities.

Produce timely, accurate financial reporting (actuals, variance, trends) for executive decision‑making and governance forums.

Maintain robust financial controls and compliance, ensuring adherence to policies, delegations, audit requirements, and internal control frameworks. Conduct financial analysis and insights (cost drivers, run‑rate, scenario modelling) to inform strategy, planning, and investment decisions.

Coordinate month‑end and year‑end processes, including accruals, journals, reconciliations, and audit support.

Manage costing and pricing models for services/initiatives, ensuring transparency of cost allocations and value‑for‑money outcomes.

Partner with stakeholders to monitor financial risks and opportunities, implement mitigations, and support benefits realisation.

Provide advice on financial policies, delegations, and funding arrangements, clarifying implications for program and operational teams.

Drive continuous improvement across financial processes, reporting methods, and systems to enhance quality and timeliness.

Support procurement and commercial activities with financial inputs, including business cases, evaluation, and contract financial governance.

Build strong relationships with program, procurement, ICT, and operational teams to ensure integrated financial planning and delivery.

Contribute to capability uplift by coaching stakeholders on financial literacy, tools, and reporting standards.

JOB REQUIREMENTS

Demonstrated experience in financial management, including budgeting, forecasting, and financial planning.

Strong capability in financial analysis, variance investigation, and reporting to support senior decision‑making.

Experience applying financial governance, internal controls, and compliance frameworks in complex organisations.

Proficiency with financial systems, ERP tools, spreadsheets, and data analysis to ensure accurate financial outputs.

Demonstrated ability to work with diverse stakeholders to provide clear financial advice and support delivery outcomes.

Experience identifying financial risks and opportunities and applying sound judgement in recommending actions.

Strong written and verbal communication skills for presenting financial information clearly and confidently.

Desirable skills:

Experience working within government, Defence, or large complex organisations with structured financial governance.

Knowledge of financial policy frameworks, audit processes, and compliance requirements.

Familiarity with advanced financial modelling, costing methodologies, or analytical tools.

Experience improving financial processes, reporting quality, or system efficiency. Relevant professional qualifications such as CPA, CA, CIMA, or similar finance certifications.

Work arrangements:

Mon – Fri, flexible arrangements available on case by case basis;

Work hours may be affected by online forums, working groups and conferences.

The successful candidate is expected to be flexible should their attendance be required;

Canberra based, with ability to travel as required for planned activities;

DSN access will be required in a regular, ongoing basisSecurity clearance:Have and maintain a Negative Vetting 1 (NV1) security clearance and ability to upgrade to NV2 as required and requested by the Commonwealth.

Export control:

Ability to access Export Controlled information is mandatory.

The candidate will be required to comply with the US international Traffic in Arms Regulation (ITAR) as the candidate may need to handle export-controlled ICT hardware, software and data products.
