Departmental Overview
The UC Berkeley Library is an internationally renowned teaching and research facility at one of the nation's premier public universities. A highly diverse and intellectually rich environment, Berkeley serves a campus community of 30,000 undergraduate students, over 11,000 graduate students, and 1,500 faculty. With a collection of more than 13 million volumes and a collections budget of over $15 million, the Library offers extensive collections in all formats and robust services to connect users with those collections and build their related research skills.
Library Business Services, a unit within Administrative Services, provides financial management, accounting, budgeting, purchasing, payroll system administration, inventory control, grant management, and oversight of recharge operations. Library Business Services establishes internal policy and procedures for administrative functions and business services for the University Library and its subject specialty libraries.
Position Summary
A Purchase and Finance Services Analyst position is needed in the UC Berkeley Library Business Office to assist in managing the Library's complex financial operations and ensure responsible stewardship of public, campus, grant, and donor funds. The role supports day-to-day financial activities such as procurement of goods and services for the Library, transaction review to ensure expenditures are in correct budget categories adhering to UC and state policies, while also providing analysis and reporting assists in process and workflow improvement. This position supports the entire Library operationally to ensure procurement needs are met, timely, within guidelines and in compliance.

Responsibilities
Functions as a member of a team focusing on procurement, responsible for ensuring that financial processing functions-which may include accounts payable, accounts receivable, purchasing, recharge billing, travel/entertainment, gift accounting, cashiering, and collections-are performed accurately and that daily operations run smoothly.
Reviews, processes, and approves invoices and transactions in BearBuy.
Effectively addresses difficult and complex customer and vendor (domestic and international) payment inquiries.
Reviews, processes, and approves standardized financial data and transactions such as payment processing for non-collections goods and services using campus systems/resources such as BearBuy and bluCard.
Applies professional financial and accounting concepts to independently perform analyses of moderately complex financial services such as researching discrepancies and tax implications and compliance with external regulations and internal policies.
Reconciles Alma payment records to central campus Accounts Payable system (Berkeley Financial System).
Documents processes and procedures for financial activities pertaining to procurement workflow in the Library Business Office, provides recommendations to streamline current workflow.
Assists in processing deposits for the Library to maintain compliance with federal and state requirements and internal fiscal/ audit policies.
Serves as liaison with central campus and external vendors to onboard and maintain vendor records.
Monitors the delivery of quality customer services to various constituencies to include internal department clients and external vendors by serving as back up to colleagues in the business office in travel & entertainment and collections related procurement activity.
Assists with ensuring that financial processing functions such as Accounts Payable, accounts receivable, recharge billing, travel and entertainment are performed with accuracy, taking corrective action for transactions based on reconciliation process. Involves financial report generation, Berkeley Financial System input and other systems resource extraction based on type of expense or income/revenue.
Required Qualifications
Ability to perform detailed, accurate work in campus financial system(s) and Excel.
Ability to maintain a flexible attitude and willingly accommodate changing assignments and workflows.
Proficiency in Microsoft Office, web applications such as google documents and common desktop applications.
Ability to adapt to changing priorities.
Demonstrated commitment to customer service excellence and active listening to address complex financial inquiries from faculty, staff, and students with tact and sensitivity and prioritization.
Effective verbal and written communication skills, including the ability to convey complex financial concepts to non-financial audiences and multiple departmental stakeholders
Sound judgment and decision-making in the application of internal control practices and adherence to UC policies and federal/state regulations.
Exceptional organizational skills used to independently gather, organize, and document procedures for complex financial and procurement activities.
Bachelor's degree in related area and/or equivalent experience/training.
Preferred Qualifications
Ability to function effectively as a team member in a diverse environment and model the Principles of Community
Skills to provide coaching and mentoring to staff. This position will collaborate with colleagues and stakeholders to identify knowledge gaps and create targeted training modules to streamline departmental financial operations and mitigate risk and stakeholders

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
This is a full-time (40 hours/week), career position that is eligible for UC Benefits.
This is a non-exempt, biweekly-paid position.
