Role Brief
The Purchasing & Procurement Executive plays a pivotal role in managing and optimizing the organization’s procurement operations and sourcing strategies. This position is responsible for identifying cost-saving opportunities, leading supplier negotiations, ensuring compliance with company policies and regulatory standards, and driving procurement efficiency in alignment with Toll’s Purchasing and Sourcing Standards. The incumbent will also collaborate cross-functionally with internal stakeholders to ensure seamless supply chain and project delivery.
Primary Duties & Responsibilities
Strategic Sourcing & Planning
- Develop and execute sourcing strategies aligned with organizational objectives and budgetary constraints.
- Lead strategic sourcing initiatives and continuous improvement efforts to enhance procurement processes.
Supplier / Vendor Management
- Identify, evaluate, and onboard new vendors to enhance the supplier base.
- Build and maintain strong working relationships with suppliers to ensure consistent quality, reliability and service.
- Monitor and manage supplier performance through regular reviews and feedback mechanisms.
Cost Management & Analysis
- Conduct cost analysis, benchmarking, and spend analysis to identify opportunities for cost reduction and process optimization.
- Work with internal departments to understand purchasing needs and recommend cost-effective solutions.
Contracting & Negotiation
- Lead negotiations of contracts, pricing, and terms with vendors to secure optimal value for the organization.
- Ensure that all contractual documentation is in compliance with regulatory, quality, and internal standards.
Compliance and Risk Management
- Ensure all procurement activities comply with internal policies, regulatory frameworks, and ethical standards.
- Mitigate risks associated with sourcing and supply chain disruptions.
Reporting & Analytics
- Prepare, maintain, and analyze procurement-related reports including supplier performance, category spend analysis, and savings reports.
- Recommend data-driven policy changes and improvements to procurement workflows.
Project Procurement
- Support end-to-end procurement operations for CAPEX and OPEX projects, including sourcing, delivery, and cost tracking.
- Work closely with the project team to align procurement timelines with project milestones.
Cross-Functional Collaboration
- Partner with internal departments (Operations, Finance, Projects, etc.) to understand procurement requirements and deliver timely support.
- Act as a point of contact between vendors and project teams to resolve procurement-related issues.
In order to succeed in this role, it is expected that you will have:
Qualifications
- Diploma in Business Administration, Supply Chain Management, Logistics, Procurement, or a related discipline.
- Minimum 2 years of relevant experience in procurement or sourcing roles, preferably in marine, energy, or industrial sectors.
- Experience in strategic sourcing, vendor management, or contract negotiation.
- Familiarity with ISO standards and procurement best practices.
- Professional certifications (e.g., CPSM, CIPS, or equivalent) are highly desirable.
Technical/Professional Skills
- Analytical Acumen: Ability to analyze cost data, supplier performance, and market trends.
- Negotiation Expertise: Strong negotiation skills to secure favorable contract terms and pricing.
- Communication: Excellent interpersonal and communication skills to interact effectively with suppliers and internal stakeholders.
- Project Management: Capability to manage multiple procurement projects concurrently while meeting deadlines.
- Regulatory Knowledge: Understanding of relevant procurement and compliance regulations.
