Regulatory Change Manager

- We are seeking a skilled Regulatory Change Manager to join our Operational Risk & Compliance team.
- This role offers a unique opportunity to gain visibility across Challenger’s diverse financial services portfolio, engage with senior leaders, and deliver real business outcomes.
- We work flexibly from our Sydney CBD Office where you can expect to work 3 days in the office and 2 days from home.
Why this role?
Our Regulatory Change Manager role spans the breadth of Challenger’s business, giving you a unique view of the entire organisation and connecting you to everything that’s going on. Reporting into the General Manager, Operational Risk & Compliance you’ll monitor, interpret, and implement regulatory changes impacting Challenger’s operations. Your work will combine keen analysis of the regulatory environment with hands-on execution, helping to prepare our business for success.

You’ll have a range of responsibilities not limited to.
- End-to-End Regulatory Change: Deliver a forward program of work to monitor, interpret, and implement regulatory changes, ensuring Challenger is prepared and compliant.
- Regulatory Monitoring & Analysis: Stay across APRA, ASIC, ASX, AUSTRAC and OIAC releases, as well as the passage of financial services legislation through parliament, using tools like LexisNexis and updates from panel law firms. Identify what’s relevant to Challenger and determine the level of impact.
- Inbox & Register Management: Review alerts, determine potential impacts, update the regulatory change register, and manage follow-up with stakeholders through meetings and discussions.
- Stakeholder Engagement: Collaborate with teams across the business to determine ownership, impacts, and implementation approaches. Ask the right questions, identify accountable executives, and ensure alignment.
- Program Delivery: Assess the size and scope of regulatory changes—whether small, incremental updates or large-scale reforms requiring budgets, project teams, and executive oversight. Coordinate and monitor delivery, ensuring compliance with regulatory deadlines.
- Executive Reporting: Prepare clear, concise reports for senior leaders on upcoming regulatory reforms, their impacts, and implementation progress.
- Industry Engagement: Represent Challenger at FSC working groups and stay at the forefront of industry regulatory conversations.
- Collaboration & Influence: Partner with senior stakeholders, including Heads of Risk & Compliance, EMT, and SM-level leaders, to address resistance, overcome capacity challenges, and achieve timely outcomes.
Skills & Experience needed
You have a background in Risk, Compliance, or Legal within an APRA/ASIC-regulated entity, with a solid grasp of risk oversight processes, governance principles, and corporate accountability frameworks.
You excel at building relationships across teams, asking insightful questions to uncover the bigger picture, and navigating complex challenges. Skilled at influencing and collaborating with senior leaders, including EMT and SM-level stakeholders, you bring a confident, solution-oriented approach to driving alignment and achieving organisational goals.
As well as
- Proven ability to interpret new regulatory requirements, assess their impact, and deliver timely compliance solutions.
- Demonstrated ability to coordinate complex projects or initiatives involving multiple stakeholders across an organisation.
- Strong working knowledge of the Australian financial service’s regulatory environment, including AFSL, ACL, life insurance, superannuation regulations, and APRA/ASIC standards.
- You can synthesise vast amounts of information—parliamentary bills, regulatory releases, and external advice—to identify priorities and actions.
- Exposure to the regulatory environments of life insurance and/or investment management.
Highly Desirable
- Experience managing regulatory change projects, particularly in highly regulated environments with evolving objectives and fluid timeframes.
- Familiarity with best practice project management principles.
- Experience contributing to industry advocacy processes or consultation forums.
- Tertiary qualifications in business, management, or law.
- Additional qualifications in risk, compliance, governance, or project management.
