Senior Manager/ Manager Administration – Terrestrial : Contract

[What the role is]

We are seeking a motivated and enthusiastic individual to join the National Biodiversity Centre (NBC) to support the coordination, procurement and grant administration of EIA centralisation projects. The successful candidate will work with relevant technical specialists to acquire EIA consultancy services, review processes to enhance efficiency, compliance and value creation across procurement activities. The successful candidate will also facilitate the administration of grants/funding for NParks-funded R&D initiatives, in accordance with the programme requirements and in alignment with the Government's financial rules and best practices.

[What you will be working on]

EIA Centralisation Administration

  • Work closely with client agencies and technical specialists within NBC to develop the requirement specifications, establish appropriate procurement approach and technical evaluation criteria that align with the operational needs of client agencies.

  • Prepare the Request for Quotation (RFQ) or tender documentation and manage the end-to-end sourcing and award process, to ensure timeliness in contract implementation.

  • Lead contract negotiations and ensure effective management of all existing contracts related to EIA consultancy services.

  • Manage the payment of services delivered and assess strategic vendors’ performance based on established service levels and KPIs.

  • Develop strong relationships with client agencies, provide consultative advice on various administrative requirements, procurement policies and best practices, and encourage clients to build up proactive feedback culture.

  • Lead and facilitate client engagement activities on EIA projects, sharing sessions, service reviews and service issue resolution.

  • Continuous review of the EIA centralisation workflows to ensure it evolves and develops to meet changing client agencies’ requirements and identify future strategies and sourcing initiatives with strong focus in efficiency management and cost savings.

  • Ensure that the team delivers high quality service to customers by monitoring KPIs and managing client agencies’ queries and issues.

  • Undertake additional responsibilities including data analytics, automation projects, and staff training on the EIA contract framework, its utilisation and the RFQ sourcing process under the framework, as needed.

Grant Governance and Administration

  • Ensure compliance to funding rules through the development and implementation of governance guidelines.

  • Liaise with researchers and project officers to manage pre- and post- award processes such as processing of claims in an accurate and timely manner.

  • Work closely with project officers and key stakeholders on the management of research projects to ensure timely submission and monitoring of project milestones.

  • Monitor funding compliance rules and update guidelines, where required.

[What we are looking for]

  • Area of studies in Finance, Accountancy, Life Sciences, Environmental Management or related discipline

  • Experience in the following areas will be an advantage:
    Government procurement, audit, or finance administration, administration of grants and/or R&D projects and/or management of contracts.

  • Possess good writing, communication and interpersonal skills

  • A meticulous, resourceful and self-driven team player who is able to work independently and multi-task to meet deadlines
