Summary
Equans Services Inc. is seeking a highly experienced Vice President of Public-Private Partnerships (P3) to lead and manage our strategic P3 initiatives. This senior executive role demands a seasoned professional with a proven track record in developing, negotiating, implementing, and providing operational oversite of a portfolio of P3 projects. The successful candidate will support in the evolution of the company's P3 strategy, fostering robust partnerships, and ensuring the successful delivery of projects in Canada and the USA that align with both public sector objectives and Equans' business goals.
Description
Key Responsibilities
Strategic Leadership and Vision:
- Develop a comprehensive P3 strategy with VP Business Development that aligns with Equans' long-term profitable growth, sustainability, and innovation objectives.
- Identify and evaluate potential P3 opportunities, ensuring they align with the company’s strategic priorities and offer substantial value.
- Provide operational structure and guidance to deliver value-based results.
Project Management and Execution:
- Lead the end-to-end management of P3 projects by creating effective and motivated teams while eliminating risks and delivering to our customers.
- Oversee all phases of our contracts to include but not limited to agreements, estimating, operations and performance, life cycle and energy.
Stakeholder Engagement and Partnership Building:
- Establish and maintain strategic relationships with key public and private sector stakeholders, including government agencies, regulatory bodies, financial institutions, and industry partners.
- Support Business Development in all P3-related engagements, representing the company at high-level meetings and negotiations.
Regulatory Compliance and Governance:
- Ensure all P3 projects comply with relevant local, national, and international laws and regulations.
- Oversee the development and implementation of governance frameworks to ensure transparency, accountability, and ethical standards are upheld in all P3 initiatives.
Innovation and Continuous Improvement:
- Foster a culture of innovation within the P3 division, encouraging the exploration of new technologies and methodologies that enhance chances of securing more business as well as project outcomes.
- Monitor industry trends and best practices and incorporate them into Equans' P3 strategies to maintain a competitive edge.
Team Leadership and Development:
- Build and lead a high-performing P3 team, providing mentorship and development opportunities to cultivate the next generation of leaders within the organization.
- Promote a collaborative and inclusive work environment, ensuring team members at all levels in your organization are safe, engaged, motivated, delivering value to customers, and aligned with the company’s mission and values.
Requirements / Qualifications
- A minimum of 10 years of senior-level experience in managing large-scale P3 projects, preferably within Canada and the USA;
- Demonstrated expertise in operational oversite, strategic planning, project finance, contract negotiation, and risk management including dispute resolution;
- Deep understanding of the legal and regulatory frameworks governing P3s, with a proven ability to navigate complex bureaucratic landscapes;
- Exceptional communication, negotiation, and presentation skills, with the ability to influence and build consensus among diverse stakeholders;
- Strong financial acumen, with experience in structuring and managing large, multi-year budgets;
- A track record of successful operational leadership in a multidisciplinary and multicultural environment, with a commitment to fostering diversity and inclusion.
Assets
- Experience in sectors relevant to Equans, such as energy management, facility management, or infrastructure development;
- Professional certifications in project management (e.g., PMP, PRINCE2), finance (e.g., CFA, CPA), or public administration;
- Fluency in multiple languages, particularly French and English, to facilitate international negotiations and partnerships;
- Proven experience in multi-level oversite of technical teams, digital transformation and implementing innovative technologies within P3 projects;
- A strong network of contacts within the public and private sectors, including key stakeholders in government, finance, and industry;
- Experience in resolution of operational and/or contract issues or disputes;
- Experience in managing multi-site operations over a large geography (many provinces and states).
