The National HR Officer (Organizational Design and Classification) will be responsible and accountable for supporting the implementation of the Organization’s Job Classification and Organizational Design Frameworks, ensuring they are effectively integrated with workforce capacity planning and client service delivery. The role will coordinate and provide efficient, effective, and timely advice, operational services to internal stakeholders, leveraging AI tools and data-driven insights to enhance accuracy, consistency, and decision-making. By aligning classification, organizational design, management & workforce capacity initiatives, he/she will support the building a responsive, agile, & well-structured organization that meets evolving business & client needs. The successful candidate will ensure that Position Descriptions are correctly classified, aligned with organizational structures, & consistent with IOM & UN standards.
Ensure that PDs are updated, consistent, and aligned with actual duties and responsibilities
Provide technical advice to Hiring Managers and HR staff on classification procedures, job evaluation criteria, and standards
Analyse org structures, document organizational design process, provide advice and guidance
Participate in the development of Job Families and the framework on Position Management
Develop Generic PDs for positions in various Job Families.
Conduct general classification and org design exercises remotely or in-site
Participate in or support org reviews, redesign efforts, & restructuring exercises
Help develop org charts, reporting lines, position structures, & analyze implications of changes
Advise on how changes in org structure impact job classification, staff allocation, & workforce planning
Contribute to the development, revision, harmonization of classification policies, guidelines, tools, & standards within IOM
Monitor trends, best practices in job evaluation, classification, & propose enhancements
Prepare training materials, conduct training or orientations for HR staff, Managers, & other stakeholders on classification policies & tools
Serve as a resource person on classification matters to Managers and HR staff, offering consultations, clarifications, & support
Review classifications of the PDs done by others for consistency, fairness, and compliance
Monitor, track, and report on classification metrics, e.g., number of classification requests processed, turnaround times, appeals
Coordinate with other divisions of DHR to ensure consistency between classification outcomes & related HR decisions
Participate & engage actively to the relevant meetings, working groups, or forums on classification or job evaluation issues
Maintain classification databases, records, & repositories of PDs & evaluation results
Prepare periodic reports, memos, briefing notes, & documentation on classification activities
Assist in drafting correspondence, classification manuals, guidelines, or circulars
- Perform other duties as may be assigned
Qualifications: EDUCATION
Master’s degree in HR, Business Administration, Psychology, Social Sciences or related fields with two years of relevant professional experience; or,
Bachelor's degree in above-mentioned fields with four years of relevant professional experience
Accredited Universities are those listed in the UNESCO World Higher Education Database .
EXPERIENCE
Required:
Progressively responsible experience in HR Management
Proven experience in leveraging AI to optimize HR processes & enhance operational efficiency
Proven experience in working in a multicultural environment
Desirable:
Experience working in or with UN agencies, international organizations, or within the framework of the UN Common System
Strong knowledge of job evaluation & classification methodologies & principles including point-factor systems, benchmark comparisons, & competency-based job design
Hands-on experience conducting Job Evaluation exercises & applying the UN Master Classification Standards
Experience in capacity building & training delivery related to classification or broader HR topic
SKILLS
Ability to advise, persuade, & guide management & staff on classification matters
Strong client service orientation, demonstrating responsiveness, tact, & adaptability in addressing stakeholder needs
Excellent interpersonal & teamwork skills, with the ability to collaborate effectively in a multicultural environment & build constructive working relationships across levels & functions
Proficiency in common office software (Word, Excel, databases), AI tools, HR information systems to enhance efficiency & data accuracy
Strong organizational skills, with the ability to manage multiple classification requests, competing priorities & tight deadlines
Advanced analytical skills & problem-solving skills, including the ability to interpret duties, responsibilities, & competencies of positions
Excellent writing, documentation, & presentation skills
